Police investigating the death of a toddler who fell from a third floor apartment window over the weekend are describing the “horrendous” conditions they found in the apartment, where a mother lived with five children ages 2 to 12.
Tabitha Frank, 34, left the children home alone on Saturday while she went to buy food and diapers. While she was gone, the 2-year-old fell from the window and was critically injured. Police said on Monday that he died.
Police documents say one officer reported the smell of moldy food inside the apartment, along with bugs and flies and garbage on the floors, WVIT reported. The same officer also reported curdled liquids in the sink and toilets.
Another officer described the apartment as “filthy,” said the conditions in side were “horrendous,” and said some kind of black substance covered large swaths of the floor and caused his boots to stick to the ground.
He also said dirty dishes were piled in the sink and trash spilled onto the floor from bags that weren’t sealed.
Still another officers said he could smell a strong odor from the stairs that got stronger as he approached the apartment and found soiled clothing piled on the floor in every room.
The bedrooms smelled of urine and feces, the officer said.
The remaining four children are now in the custody of the Department of Children and Families, which said it had been to the apartment a month earlier and conditions were not “that” bad. DCF said earlier in the week it is working with Hartford Police on the investigation.
On Tuesday, the department said it was “reviewing” how it had handled the case, according to the Connecticut Post.
Frank has been charged with 10 counts of risk of injury to a minor.
