An Oregon man has been accused of kidnapping a woman in Washington, sexually assaulting her, and keeping her in a makeshift cinder block cell in his garage until she escaped and flagged down a passing driver to call 911.
The FBI tracked Negasi Zuberi to Reno, Nevada, and arrested him after a brief standoff. He was with his wife and at least one child during the arrest, KATU reported.
Since his arrest, investigators have linked him to four more sexual assaults and are looking for more possible victims in the 10 states where he as lived over the last 10 years. He has used the names Sakima, Justin Hyche, and Justin Kouassi, as well as Negasi Zuberi, they said.
“While [this victim] may have helped protect future victims, sadly we have now linked Zuberi to additional violent sexual assaults in at least four states and there could be more,” said Assistant Special Agent in Charge Stephanie Shark with the FBI Portland Field Office.
In addition to posing as a law enforcement officer, investigators say Zuberi sometimes drugged drinks of his victims and threatened retaliation if they went to police.
Zuberi has so far been charged with interstate kidnapping.
Investigators say he drove from his Klamath Falls, Oregon, home to Seattle, 450 miles away in Washington, where he “solicited the services of a prostitute.” Je pretended to be an undercover police officer and put the woman in handcuffs and leg irons while holding her at Taser-point.
Then he drove back to Klamath Falls, raping her along the way. Court documents say he put a sweatshirt over the woman’s head before forcing her into his home. Once inside, he locked her into the cinder block cell, which had a metal door that could only be opened from the outside.
Court documents say the woman slept for a while after Zuberi left then realized “that she would likely die if she did not attempt to escape.” She told investigators she slammed the metal door with her hands “until they were bloody” and she was able to break it open and escape.
She said she looked into Zuberi’s vehicle and saw a gun, which she took, then climbed over a fence to escape, flagging down a motorist to call 911.
After talking with investigators, she took them to the home where she was held captive. Officers found her blood on the fence she climbed to escape. After obtaining a search warrant for the home, they found the cinder block cell and the woman’s purse next to it.
Using cell phone GPS, they tracked Zuberi to Nevada. While police tried to convince him to get out of the vehicle, he reportedly cut himself with a sharp object, which caused him to “bleed profusely.” He also reportedly tried to destroy his phone before eventually giving up and exiting the vehicle.
