A Pennsylvania couple has been accused of locking two children inside dirty dog crates as punishment in a home that was ultimately deemed unfit for human habitation.
The two children, ages 11 and 12, were placed in foster care after a code enforcement officer found they were living in “unsanitary and deplorable living conditions” that were unfit for habitation, WGAL reported.
The children, who had been living with their great-grandfather, 62-year-old Scott Narvell, and his girlfriend, 59-year-old Debbie Meck, told their foster parents in March that Narvell and Meck confined them to the dog crates on three occasions, WPMT reported.
The crates sometimes had dog feces in them, according to the children, who said they had to stay in the crates for 30 minutes to an hour with no food or water.
Narvell and Meck were each charged with two counts of endangering the welfare of children and released on $75,000 bonds. A preliminary hearing is set for June 27.
