The Arkansas State Medical Board this week suspended the license of a doctor after seeing video of him having sex with a staff member — who was also a patient — and walking around his clinic nude.
The board ordered an emergency suspension of David Diffine’s license and a disciplinary hearing, scheduled for December 6, to determine if his license should be revoked.
In its order, the board said it received a complaint about Diffine in July saying that he “engaged in sexual contact with his staff, who are also his patients, and sexually harassed these same individuals.”
“The complaint was accompanied by a video of the sexual conduct and harassment,” the order says. “The video is from a security camera inside the medical clinic.”
The video shows Diffine having sex with one of his staffers while other members of the staff “were present and watching,” the board said. He was also seen in the video “walking throughout the clinic naked.”

The board took the recommendation of Dr. Bradley Diner of the Arkansas Medical Foundation, who viewed the footage.
“The perverse behavior leads to concerns about a sexual compulsive disorder or paraphilia which may in fact cross boundaries with his delivery of medical care,” the board quote Diner as saying. “Simply, the interaction with his office staff suggest an entanglement in his medical practice. Given these additional concerns, I would recommend that he have a more formal professional evaluation for safety to practice.”
According to KAIT, it’s the second time Diffine’s license has been suspended. The first time, a temporary suspension, came in 2017 while the board investigated a complaint that he prescribed an “excessive amount” of drugs to his patients. The complaint was later dismissed when the board could find no proof of the allegations.
