The Tennessee Bureau of Investigation issued an AMBER Alert on Sunday for a Knoxville toddler who was inside a vehicle when it may have been stolen earlier in the day.
The vehicle with Elton Bailey still inside was found at a construction site a short distance from where it was last seen about three hours later.
The Knoxville Police Department said it was now trying to determine if the Ford Explorer was stolen or if it was left in gear and rolled to the contruction site.
Police said the boy was in the vehicle with his grandfather, who stopped at a home on Old State Road and went inside, leaving the SUV running. When he came back out, the vehicle, with Elton inside, was gone.
Elton is described as 3 feet tall and 35 pounds with blond hair and blue eyes. He was last seen wearing a gray shirt and pants.
