North Carolina Waffle House Gunman Caught in Virginia

A man wanted for killing an 18-year-old North Carolina Waffle House employee last fall has been captured in Virginia.

The Laurinburg Police Department did not provide details of the capture but said Florwer Carlin Lizano, Jr, was located in Portsmouth, Virginia, and taken into custody.

Scotland County Crimestoppers said that a tip forwarded to Crimestoppers in Virginia led to the capture. Lizano is now awaiting extradition to North Carolina to stand trial for the murder of Burlie Dawson Locklear on September 13.

Investigators said Lizano came into the restaurant shortly after midnight that day and ordered food but “became more agitated and verbally abusive toward the employees” as he waited for the order to be completed, as CrimeOnline reported. Once he got the order, he started walking toward his car but turned and fired two shots, one of which hit Locklear.

The suspect fled the scene, and police and medics arrived. Locklear was taken to Scotland Memorial Hospital, where he later died.
